My nation is still being revamped but a basic history and appearance can be found here as a direct copy of the website I am working on when I can.
Kritarchy refers to the rule of judges. Because it is a compound of the Greek words for "judge" and "rule," its use has expanded to cover rule by judges in the modern sense, as in the case of Siltrin Calussai.
After the collapse of the traditional autocratic government in 1991, a system of military- courts became the main judicial system, funded through fees paid by litigants.
Over time the courts began to offer other services such as education and health care. The courts also acted as local police forces, being paid by local businesses to reduce crime.
The courts took on the responsibility for halting robberies and drug-dealing, as well as stopping other such crimes. Siltrin Calussai is almost entirely Turani, that is, a faith of the Goddess Turan, and these institutions have wide public support.
The many municipal and regional courts soon saw the sense in working together through a joint committee to promote security. This move was initiated by four of the courts - Pothos, Valis, Vend, and Tavia - who formed a committee to co-ordinate their affairs, to exchange criminals from different houses and to integrate security forces.
This system would eventually spread throughout the rest of the regions, seven in all, until the country was unified under this new approach by 1997. This system of government, controlled by judges, is also known as a krytocracy.
In order to organize the courts into a more coherent organization, rather than a like-minded collection of independent judges, a "Supreme Court of Calussai" was created, with the most senior judges forming this high court.
This court dealt with wide issues, as well as foreign relations, and commands the national military forces as a whole. The chairman of the Supreme Court is Balon Kos Everhate. A consultative advisory council chaired by the House of Lords, head by Lord Lithu Everhate approved the decisions made by the Supreme Court, and therefore is called the "real power" in the Kritarchy, though the House of Lords can not act unilaterally.
In simplistic terms, this makes Balon Kos Everhate the "President" of the Kritarchy and Lithu Everhate the "Prime Minister".
Below the Supreme Council and House of Lords, are the regional courts spread throughout the country, which govern over the day to day issues of justice and law. The mandates of the court system and the rule of the Kritarchy itself however can be attributed to the Street Judges who act as police, judge, jury and, if necessary, on-the-spot executioner.
However, capital punishment in Siltrin Calussi is rarely used, as the populace has become accustomed to this style of enforcement for their own wellbeing.
Judges, once appointed, can be broadly characterised as "Street Judges" (who patrol the various hive cities of Siltrin Calussai), and administrative, or office-based, judges.
The incorruptibility of the Judges is maintained by the Special Judicial Squad, of whom are ever vigilant against any form of corruption or abuse of authority aginst the people or the office represented.
